The Interministerial Delegation of Innovation, Social Experimentation and Social Economy (DIIESES) is the chosen spokesman for social economy within the public authorities. After having promoted fair trade and supported initiatives to bring about its development for several years, the DIIESES will continue with this commitment with a view to develop social cohesion.
The “Delegation for the External Action of Local Authorities” (DAECT) collects and analyzes information in relation with the external action of local authorities, brings support to the French communities, diplomatic and administrative posts, leads the secretariat of the French National Commission of Decentralized Co-operation (CNCD) chaired by the Prime Minister (a body to foster dialog between the state and the local authorities) and manages the financial credits for decentralized co-operation. Fair Trade is increasingly an issue for the projects of local authorities and the DAECT supports this evolution in particular with respect to solidarity tourism
Rhône-Alpes region has a strong political action in favour of decentralised cooperation and Fair Trade. In the framework of a broad support programme for Fair Trade, Rhône-Alpes region implements training, economic work on supply chains, development work linked to Fair Trade in partner regions in Southern countries, as well as active support of various Fair Trade stakeholders in the region.

The City of Lyon has been one of the first cities in France to sign in 2001 the charter “500 cities committed to Fair Trade” and to introduce in 2005 Fair Trade in public procurement. It keeps on with its action in favour of Fair Trade in the school catering industry and encourages a responsible consumption approach of the public institutions.
Since 2002, the City of Lyon has also been a strong supporter of the Fair Trade Fortnight, and in 2009, it has welcomed the last Fairtrade Towns conference.

The city of Villeurbanne is a partner of Equi’Sol who organises the second European Fair Trade Fair.As an economic actor, the city of Villeurbanne has committed to integrate fair trade in its procurement policy and ensures the promotion of local sales points thanks to its “green card”, the first of this type in France, which has been elaborated in partnership with Frapna and the Rhône-Alpes region. In its daily actions as well as in its long-term development projects, the city of Villeurbanne is committed to a sustainable development. It contributes to and fosters the community dynamic of Grand Lyon’s Agenda 21.
The Crédit Coopératif is a partner bank for cooperatives, social companies, associations and various other stakeholders.
